If you're visiting Japan around late 2026, tax-free shopping works differently than the guides say. From November 1, 2026 you no longer skip the tax in-store — you pay it, then get it refunded at the airport. Here's the plain-English version.

What actually changes

Today (until Oct 31, 2026): the shop deducts the tax at the register, so you pay the tax-free price on the spot.

From Nov 1, 2026: you pay the full tax-included price in store. Customs confirms you're taking the goods out of Japan when you leave, and the shop then refunds the consumption tax — within 90 days of purchase.

Why Japan is doing it

The old system was abused (items resold in Japan instead of exported). The refund model confirms export at departure, so it's harder to game. For honest tourists the savings are the same — only the timing and process change.

What gets easier

Requirements are being simplified, and the old rule that consumables (food, cosmetics, medicine) had to stay in special sealed packaging is expected to be dropped. Fewer restrictions on what you can carry.

What to keep doing

Still spend ¥5,000+ (tax-excluded) per store, still carry your original passport, still keep receipts. Budget for paying the tax up front and getting it back at the airport.
